AS per my experience Link Velocity technique is an organic link building technique which has a history of success. It is time consuming but it also accuracy and definitely long term ranking position. I mostly use this technique and it is good for my site's improvement.
Now, Meta Keywords is not important in on-page because Google doesn't consider it.
