When i restart my Toshiba laptop i get this kinda 'grayish streaky line screen' and it fails to restart win. 7. after a few attempts it will eventually startup-just curious as to whether the RAM or the VDEO CARD are beginning to fail-the laptop is barely 2 yrs old and i run Kaspersky ant virus software and hardly ever have a problem-can someone out there help me-as long as i keep the laptop on it seems to work properly-its just at startup.
Usually when there are lines on the screen it means there is a problem with either your screen or your video card. Can you connect the laptop to another screen to see if you get the gray line? How often does this happen? Every time or sometimes?Are all your drivers up to date?

The main culprit here seems with the video drivers. I would also recommend you to update your laptop video drivers. I am sure that this would sort out the problems with your laptop display.
Trying a different display is the best option to isolate the case.
