I would still try the OS disc. Even if you can get hold of someone else disc.. Just make sure it is the same version of Windows Seven. Like home or business… If you are hearing a beep then I would presume that the computer is passing through POST which is a good sign. You need to see what the blue screen says..Just the writing in Caps and a few numbers at least. Also having a blue screen for safe mode is weird...Safe mode is loaded with minimum resources and drivers so something that safe mode needs is not working. Even though you have a beep I would still also check the memory to see if it is in correctly.
