#1. Add or Remove Programs

1: Start your computer or laptop and at the first screen before Windows login comes into sight, hold down F8 button (which can be found on your keyboard).

    Any program requiring Windows Installer will not uninstall in safe mode, as Windows Installer will not run in safe mode. The rest of the article is spot on.
