How to resize a gif image using a free online animated picture editor

Now days the average computer user is learning to convert and resize all types of files, and therefore making it necessary to install yet another program to do the job. A normal picture editor will not be able to resize a gif image as it is animated and usually, but not always, a moving series of images.
